Westpark Place Spot Repair Project

This project involves the replacement of a damaged section of the 8-inch Vitrified Clay Pipe (VCP) sewer main located on Westpark Place in Westminster, CA, between Manhole MH21063 and Manhole MH21070. Due to the sewer main joint offset at Manhole MH21070, approximately half of the pipe’s cross section is obstructed by the manhole wall. Therefore, about 10 linear feet of the existing pipe must be removed and replaced with a new section to restore the proper connection. 

The scope of work is as follows: 

1. Mobilization: Includes all submittals, safety plan, and mobilization/demobilization of labor, equipment, and materials to and from the project site.

2. Sewer Pipe Replacement (Spot Repair): Replace approximately 10 feet of 8-inch VCP sewer main with new VCP pipe in accordance with MCSD standards and specifications.

3. Excavation, Shoring, Backfill, and Pavement Restoration: Excavate, shore, backfill, compact, and restore pavement within a 200-square-foot area per City of Westminster standards.

4. Dewatering: Provide groundwater dewatering if encountered during excavation.

5. Traffic Control: Implement and maintain an approved traffic control plan using qualified traffic control specialists.

6. Sewage Bypass: Install and operate a sewage flow bypass system for the duration of the project using qualified specialists.

7. Post Construction CCTV Inspection: Perform a post-construction CCTV inspection by PACP-certified personnel and submit results to the District.

8. Manhole Adjustment to Grade: Adjust manhole frame and cover to final grade in accordance with MCSD Standard Drawing S-055A.

9. Additional Work (As Directed): Perform any additional pipe replacement, material removal, or street repair as directed by the District Engineer.

Springdale St & Westminster Blvd Sewer Manhole Installations Project

The Midway City Sanitary District (MCSD) owns an 8-inch sewer on Springdale Street, which crosses under a larger 60-inch sewer built by the Orange County Sanitation District (OCSD) in 1970. The crossing has an inverted siphon that doesn't meet industry standards, with a 2-foot vertical drop shown in a 2014 CCTV inspection. The siphon lacks necessary features like manholes, proper slopes, or air jumpers for maintenance. MCSD is working with AKM Engineering firm for Preparation of Plans and Specifications of Construction of Manholes Upstream and Downstream of the Inverted Siphon at Westminster Boulevard and Springdale Street.

The scope of work is as follows:

1. Conduct field surveys to determine sewer elevations at specified manholes.

2. Obtain as-built utility plans for key intersections.

3. Review project site and compare marked utilities to as-built information.

4. Select upstream and downstream manhole locations.

5. Prepare plans, profiles, and specifications, including geotechnical investigation for shoring and dewatering.

6. Identify permit requirements with local authorities.

7. Submit plans and specifications for review and address feedback.

8. Finalize and submit bid-ready documents.

9. Provide support during bidding and engineering services throughout construction, including as-built plans.
