PUBLIC RECORDS REQUEST
The Midway City Sanitary District provides access to public records in accordance with the California Public Records Act. Public records requests may be submitted by email to PRA@midwaycitysanitaryca.gov. Email is the District’s preferred method for submitting requests and helps ensure requests are promptly received and processed. A Public Records Request Form is also available below for your convenience but is not required.

WHAT TO INCLUDE IN YOUR REQUEST
Please describe the records you are requesting as specifically as possible. When applicable, include relevant names, addresses, subject matter, and date ranges to assist the District in identifying responsive records.
Frequently Asked Questions
Public records include any writing containing information relating to the conduct of the public’s business prepared, owned, used or retained by MCSD regardless of the manner in which the record has been stored.
The District has a maximum of ten (10) calendar days from receipt of the Records Request to notify the requester whether there are District records in response to the Request. If the tenth day falls on a weekend or holiday, the deadline rolls to the next business day. In "unusual circumstances," the Executive/Board Secretary can, by written notice to the requester, extend the District's time to respond to the request for up to fourteen (14) additional days pursuant to Gov. Code §7922.535(b). The "unusual circumstances" recognized by the Public Records Act are:
- The need to search for and collect the requested records from field facilities or other establishments that are separate from the office processing the Records Request.
- The need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records demanded in a single Records Request.
- The need for consultation, which shall be conducted with all practicable speed, with another agency having substantial interest in the determination of the Records Request or among two or more components of the District having substantial subject matter interest therein.
- The need to compile data, write programming language or a computer program, or construct a computer report to extract data.

Members of the public may view archived minutes and board agenda packets, legal documents (contracts, agreements, easements, etc.) and District reports.
Please call 714-893-3553 to make an appointment to view documents. To request records for inspection, please submit your request by email or contact the District office in advance so that we may better assist you. MCSD is located at 14451 Cedarwood Street, Westminster, CA 92683. Records may be viewed Monday through Friday from 8 a.m. to 4:30 p.m., excluding holidays.
If copies are requested, the District will charge a per-page fee. For most records, the fee will not exceed ten cents ($0.10) per page. For certain records, state law establishes the applicable fee (e.g., copies of officials’ financial disclosure statements, Form 700). (See Gov. Code §§ 7922.530(a) and 81008.)
The District’s direct cost of duplicating unusual records—e.g., blueprints, computer disks, DVDs, or electronic backup tapes—is calculated on a case-by-case basis. When records are available electronically, responsive records may be provided by email or other electronic means. If a request involves a substantial amount of copying, the Executive/Board Secretary may require payment before providing the copies.
Payment may be made by cash, check, or credit card. Please make checks payable to Midway City Sanitary District (MCSD).
Persons interested in viewing or copying records are strongly encouraged to fill out the request form in advance to allow staff time to locate the record(s) of interest. However, form submittal is not required.
Persons with disabilities who require accommodation for obtaining access to public records should notify the District of their accommodation needs on their request form.
